The West Virginia State Police analyze fingerprints for criminal history through the central abuse registry. Fingerprints are then sent to the FBI for a national criminal history check.
Pursuant to W. Va. Code §18A-3-2a and §18A-3-10, an application can be denied based on data in these records.
Renewal
This permit is valid for one year after renewal and can be renewed again. Renewal follows the same satisfactory background check requirements as the initial application.
Step 2: Complete required fields and get all information and signatures from school districts, institutions of higher education, etc.
Step 3: Complete your payment before submitting the application to the Office of Certification. If the license or certificate you seek requires employment within the school system, please verify your employer has received your complete application before paying.
Step 4: Mail your application with all required documentation (official transcripts, etc.) to the Office of Certification. Please use the following address:

Note: If you are employed within the school system, the application must come from your human resources office.
Step 5: If the Office of Certification has not issued you a license before, you will be emailed a service code to schedule a background check appointment once your application is received. Please follow the directions for first-time applicants. (*Note: This requirement does not apply to Forms 23 and 24B.*)
