The Clinical Experience Permit is valid for one (1) year. The permit includes clinical experiences for teachers, administrators and student support personnel.
Candidate Requirements
US Citizen or hold eligible documentation (see WVBE Policy 5202)
Good character
Age 18
Physically, mentally, and emotionally qualified
Recommendation from county superintendent and designated college official
Enrolled in good standing in a regionally accredited, in-state or out-of-state program which leads to licensure as a teacher, administrator or student support personnel
Have completed all program requirements, including all required tests, if applicable (Praxis or state-specific) before participating in and/or completing the clinical experience
Individuals enrolled in WV state approved programs must have passing scores on all WVBE required basic skills and content exams prior to the experience
Speech Language Pathologist candidates do not need to provide passing content proficiency scores prior to participating in and/or completing the clinical experience
Individuals completing a year-long residency are not required to have passing scores on the WVBE content exams during Residency I, and can be issues a Short-Term Yearlong Residency Permit; however, they must meet Praxis II requirements to be eligible for a Long-Term Yearlong Residency Permit during Residency II

If this is your first time applying for a certificate issued by the West Virginia Department of Education, you will need to register. Follow the instructions for first-time applicants.

Fill in the applicant information. Work with your employer and your institute of higher education to get the necessary signatures and supporting documents.
Pay the application fee online before submitting your application.
Submit your application and all supporting documentation to the Office of Certification. Please mail to the following address:
