Summary of Requirements
Renewal of a permit issued to an individual who is not a United States Citizen, to work in the public schools of West Virginia as a teacher in the classroom.

Full Requirements
- Validity Period: 3 years
- General: Non-US Citizen, good character, age 18; physically, mentally, emotionally qualified; and holds or previously held a Non-US Citizen Permit.
- Grade Point Average: A minimum 3.0 GPA is required for all semester hour coursework for renewal
- Educational Work Experience: No
- Non-Educational Work Experience: No
- Credential: Yes
- Testing: See WVBE Policy 5202 for testing requirements of first renewal
- Employment Required: No
- Renewal Options: Qualifying coursework (Six semester hours/WVDE E-learning) OR Hold a Master’s +30 adavnced salary classification OR Age 60 or older
- Official Recommendation: Superintendent or Form 4B if not employed.
- Official Transcripts (when applicable): To send official transcripts to our office electronically, please have those sent to cert.transcripts.wvde@k12.wv.us. If you select to send them electronically, they must be sent directly from the institution to our office to the aforementioned email address.
Application Instructions
Form 4NT must be completed online. If this is your first time using the WVDE Certification Portal, you will need to register. Follow the instructions for first-time applicants.
- Log in to the portal and select the "Renew" button for the certificate you would like to renew.
- Select the option to renew your certificate.
- Fill in the required information. Depending on the option you choose, you may need to include information on your work history. Please note that you may need to submit documentation verifying your experience. At this time, you will submit the application.
- If you are employed in a WV county school, your application will go to your county for approval. Following county approval, you will receive an email for payment. Log back in to the portal to pay the application fee.
- If you are not employed, the "pay now" button will appear on your dashboard, and you will be able to pay immediately.
- Following a review and approval of your application by the Office of Certification, you will receive an email with instructions to download your certificate. You may follow the status of your application on the Certification Portal or by checking the Application Status.
- If you are a first-time applicant for licensure (have never held a license/certificate issued by the WVDE), you will receive an email with a service code to make your background check appointment once the application is received by our office.
