Adding an Endorsement on the Professional Teaching Certificate with Passing Content Assessment Scores

Before You Apply

Verify that you are completing the correct endorsement form. Form 8C is for adding an endorsement to your Professional Teaching Certificate based on passing test scores. 

Testing exemptions are identified in West Virginia Board of Education Policy 5202 and the West Virginia Licensure and Testing Directory.

Applicant Requirements

If you are an employee of a county school system, multi-county career technical center, the West Virginia Schools of Diversion and Transition, or the West Virginia Schools for the Deaf and the Blind, this form requires an official recommendation from the county Superintendent or designee. 

If you are not employed by any of these entities, select "no county" under "employing county" and submit Form 4B: Character Reference with your application. 

General Requirements

To apply, you must:

• Hold a valid West Virginia Professional Teaching Certificate. 
  • Note: this does not apply to the Career and Technical Education Certificate.
• Submit of a passing score on the appropriate West Virginia Board of Education-required content assessment.

Application Instructions

Form 8C must be completed online. If this is your first time using our Certification Portal, you will need to register. Follow the instructions for first-time applicants. 

1. Log in to the portal and select Create New Application, then add endorsement and then select Form 8C. 
2. Fill in your information and attach any required documentation. You must provide your name and mailing address and respond to legal disclosure questions. Depending on your choices, you may need to your employing county and list your employer. You will need to include supporting documentation, such as your assessment score report.
3. Submit the form. If you are an employee of a county school system, multi-county career technical center, the West Virginia Schools of Diversion and Transition, or the West Virginia Schools for the Deaf and the Blind, your application will be approved by your employer. 
4. Following approval, if applicable, you will receive an email for payment. Log back in to the portal to pay the application fee. 
5. If you are not employed and your entity does not need to review your application, the "pay now" button will appear on your dashboard, and you will be able to pay immediately.
6. The Office of Certification will review your application. When your application is approved, you will receive an email with instructions for downloading your certificate.
